On 21 September 2018, ADMOVERE published the report «UP ACADEMIC STAFF – studies, other commitments, plagiarism, assessments and staff-student ratio». One of the aims of this report was to enlist all cases of plagiarism among UP academic staff members, which have been reported in the media over the years, since the establishment of the UP.
Following the publication of our report, on October 1, 2018, the professor of Departmet of Law, Mr. Mejdi Bektashi sued us for defamation and insult, and asked the part of the report accusing him of plagiarism be withdrawn from circulation. In its reaction of 12 October 2018, ADMOVERE expressed its willingness to proceed to a court, while on 13 October 2018 ADMOVERE filed a complaint about the request to withdraw from circulation the part of the report accusing Mejdi Bektashi of plagiarism.
The Basic Court in Prishtina on 8 November 2018 approved the security measure required by Mejdi Bektashi, which forced us to withdraw the part of the report mentioning him and not make any statements about his personality, until the court reached the final decision. On 16 November 2018 ADMOVERE filed a complaint with the Court of Appeal regarding the Basic Court decision that forced ADMOVERE to withdraw from circulation the part of the report accusing Mejdi Bektashi of plagiarism.
On 28 February 2019, the Court of Appeal reached a decision overturning that of the Basic Court to set a security measure, dated 8 November 2018, and remanded the case to the Basic Court. The Court of Appeal found that our complaint was well-founded and that the decision to impose the security measure is an essential violation of the provisions of the controversial procedure, that the material right has been wrongly applied and that the factual situation has not been proven fairly and in full.
On 26 March and 24 April 2019, resettlement hearings were held in relation to the application of Mr. Bektashi for the appointment of the security measure at the Basic Court in Prishtina. Consequently, on 3 May 2019 the Basic Court in Prishtina rejected as unfounded Mejdi Bektashi’s proposal to impose a security measure, whereby he requested that ADMOVERE censor the report about his plagiarism, which the written media reported in 2007.
